Abstract :
This study aims 1) To analyze the effectiveness of community empowerment through the village funding budget program in Ngombol Subdistrict, Purworejo Regency in 2018. 2) To analyze the factors that support and inhibit community empowerment through the village fund budget program in Purworejo Regency in 2018. Data collection techniques use observation, interviews, and documentation. Data analysis techniques using qualitative descriptive analysis. The results showed that the Village Fund Management Process included Planning, Implementation, Administration, Reporting and Accountability. Village Fund Management which is carried out by the Village Government of Ngombol Subdistrict, Purworejo Regency has followed the technical guidance rules that have been regulated in the legislation. but in the process is still not optimal. This can be seen from the programs and activities of community empowerment that have not been optimally budgeted. Factors affecting community empowerment activities through the Village Fund budget program include supporting and inhibiting factors. Supporting factors are community participation, human resources, clear rules and sustainable village funds. The inhibiting factor is the existence of a mindset that has not changed, namely the importance of physical development both by the village government and by the community. This phenomenon causes the need for continuity of the mindset of both the government and the community. Keywords: community empowerment, village budget
