Abstract :
This study aims to determine the implementation of the alienation of regional property through sales and grants and their constraints. The type of data used in this research is qualitative data with a qualitative descriptive method approach. The results of this study indicate that the implementation of the alienation of regional property in BPKAD Bengkalis Regency is carried out through two main
mechanisms, namely sales and grants. According to the Minister of Home Affairs Regulation Number 19 of 2016 concerning Guidelines for the Management of Regional Property and Regent Regulation Number 71 of 2022, starting from planning, data collection, to the handover of goods to the buyer. Grants are also carried out based on the same procedure, starting with the applicant's request. However, there are obstacles in implementation, such as the lack of complete documents for sales such as STNK and delays in data submission from regional apparatus organizations (OPD) that affect the implementation of grants. These constraints indicate the need for improvements in administration and
coordination between BPKAD and OPD to improve the efficiency and effectiveness of the alienation of regional property.
