Abstract :
This research aims to examine the influence of organizational justice on innovative work behavior and the direct as well as mediating influence of knowledge sharing on innovative work behavior. Primary data was collected using a questionnaire survey method which were responded by all employees as respondents except researchers at the Semarang City Secretariat of Regional Legislative Council, which is a public sector agency in Indonesia. The collected data were analyzed using the Partial Least Square Structural Equation Model (PLS SEM). The findings revealed that organizational justice has a positive effect on innovative work behavior; organizational justice has a positive effect on knowledge sharing; knowledge sharing has a positive effect on innovative performance behavior; and knowledge sharing mediates the relationship between organizational justice and innovative work behavior. The results of this research can be a reference for public sector agencies so that apart from providing fair incentives according to employee workload, they also need to pay attention to how employees continue to obtain knowledge that is relevant to current conditions. Goverment Agencies management also needs to arrange employee training and capacity building planning so that the results of training and capacity building can be share to other employees in the organization.
