Abstract :
This research explains the reasons why the Scottish Parliament proposed IndyRef2 against England. Scotland and England were formally integrated to form the ?United Kingdom of Great Britain? through the Act of Union 1707. Since then, Scotland has experienced several political dilemmas in the form of devolution and independence issues, culminating in the 2014 independence referendum. Although the referendum failed, calls for a second independence referendum (IndyRef2) continued to emerge, triggered by the Brexit event. This research is a descriptive research with a qualitative method that uses data collection techniques in the form of literature study. Using the concept of devolution and the theory of bureaucratic politics by Graham T. Allison, this research argues that the reason why the Scottish Parliament proposed IndyRef2 was because of the Brexit event where the UK voted to leave the European Union which resulted in serious concerns and questions regarding the constitutional future of Scotland. In addition, the discourse on the Scottish independence referendum continued to grow due to the interference and dominance of pro-independence political parties in the Scottish Parliament. So that the Scottish Parliament is increasingly determined to make Scotland an independent country by proposing a second independence referendum (IndyRef2) to the British Parliament.
