Abstract :
Result of research indicate that, protection to right owner and creator create according to Code Copyrights of No. 19 Year 2002 have is adequate. But applying of field not yet is effective, this matter can be seen from still to the number of circulation of book become steel in block "W" Malang. Circulation of book become steel rampant becoming, impressing there no order arranging to hit protection to creator of book. Is not effective implementation him of Code Copyrights of No.19 Year 2002 is till now caused is assorted of factor. Primary factor becoming cause of collision to Copyrights difficult to overcome is weakening of society sense of justice to esteem rights creator because is more opting of book at the price of cheap though become steel. Besides enforcer government officer punish less coherent in acting all perpetrator of collision of Copyrights. Writer get conclusion that though have been done completion and gone into effect effective since 29 july 2003 Code Copyrights of No. 19 Year 2002 not walk effectively, because still visible to the number of book stores around block "W" Malang that sell book become steel. Besides more opting consumer to buy book at the price of is cheap. Government officer shall conduct raid so that implementation of Code Copyrights of No. 19 Year 2002 as according to what expected.
