Abstract :
The research was entitled ?Implementation of Social Welfare Enforcement Policy in Sukabumi (Study Case: Socially-Economically Vulnerable Woman Empowerment)?. The research was triggered by the problem of PMKS in Sukabumi City in the category of Socially-Economically Vulnerable Woman registered in 2017 as much as 1491 persons which in the implementation of the program only 100 persons annually made the achievement of the policy not effective. The research applied policy implementation theory from Van Meter and Van Horn. The method applied in the research was qualitative research method. The data were acquired from interview toward informants amounted to 5 persons, observation and documentation. The data validation was conducted by means of triangulation source. The result of the research is that the implementation of social empowerment policy has not been maximum because the measurement and the policy are not in line with provincial regulation, the financial resource is not adequate for the whole activities, the character of the implementation agent is not assertive in following up undeveloped business group, the attitude of implementer is indifferent toward the activity?s sustainability, and communication is not conducted directly between policy maker and target. Suggestions given by the researcher are there should be consistency between the policy and its implementation, financial resource has to be adequate for the whole activities, the attitude and character of the implementer cannot be apathetic and have to be more assertive in handling failed business group, and communication has to be conducted directly between policy implementer and target.
