IMPLEMENTASI KEBIJAKAN PROGRAM
SUKABUMI MAKMUR SEBAGAI UPAYA MENINGKATKAN KESEJAHTERAAN MUSTAHIK PADA BADAN AMIL ZAKAT NASIONAL KABUPATEN SUKABUMI

Abstract :
The research is entitled ?Implementation of the Prosperous Sukabumi program Policy as An Effort to Improve the Welfare of Mustahik at Sukabumi Regency?s National Amil Zakat Agency?. The implementation of the prosperous sukabumi program in Sukabumi regency is based on regional regulation No.12 of 2005 concerning Management of Zakat and its reglatory regulation through Sukabumi regent regulation No.35 of 2016 Management of Zakat, Infaq, Alms and other community-based religious-social funds. The prosperous Sukabumi program as an effort to Improve the Welfare of Mustahik at BAZNAS of sukabumi regency encountered a variety of problems, namely lack of resources such as lack of field officer which is not in line with the existing workload, funds to support the need for Prosperous Sukabumi program, and insecure service process. In addition, the absence of sanctions in the form of reprimand to mustahik who did not pay within 40 weeks resulted in a hindrance in payment and loan capital turnover for other mustahik. Cooordination between facilitator and program leader had not run well as it could be observed from the report than should be accomplished once a week, in fact in the implementation, it was carried out nonroutinely, resulting a delay in the recording of reporting to central office. The theory applied in the research was that of public policy implementation from Van Metter and Van Horn. The research was aimed to determining the implementation of the Prosperous Sukabumi program Policy as an effort to Improve the Welfare of Mustahik at Sukabumi Regency?s National Amil Zakat Agency and to find out the inhibiting factors as well as supporting implementation, by the help of 7 informants. The method applied was descriptive, interview, documentation and literature study. Meanwhile, the data analysus deployed an interactive model thet was stated by Miles and Huberman, namely data collection, data reduction, data preserntation and verification. The result of the research reveals that the Implementation of the Prosperous Sukabumi program Policy as An Effort to Improve the Welfare of Mustahik at Sukabumi Regency?s National Amil Zakat Agency has been running smoothly. The benefit obtained from the prosperous Sukabumi program is good communication among BAZNAS employees on the prosperous Sukabumi program. Economically and socially, the prosperous Sukabumi program has positive impacts as there are many mustahik who benefit from borrowing capital for busunesses so it can help their economy and by holding companion meeting with mustahik, the program can provide opportunities for them to promote their business of other mustahik. It is suggested by the researcher that the agency shall be able to make innovations in the form of application as mobilizer for the prosperous Sukabumi Program and improve the socialization of the programs provided at BAZNAS through the exixting web as well as collaborate with assistants to apply the principle of justice.
