Abstract :
This study aims to examine the effect of local government financial performance as measured by the degree of decentralization, regional financial independence, PAD effectiveness, and regional financial efficiency on the Human Development Index (HDI) which is used as a benchmark for community welfare in terms of public services in districts/cities in Indonesia East Java Province. The population used is 38 regencies/cities in Indonesia east Java Province. The data used in this study is secondary data in the from 2015 to 2019. Data were obtained from the Supreme Audit Agency representative of East Java Province and the official website of the National Audit Agency Center for Statistics of East Java Province. The sampling method in this study used the saturated sampling method (census). The data processing in this study uses the SPSS versio 22 application. The approach used in this study is a quantitative approach with multiple linear regression analysis methods. The test result on the first hypothesis show that the variable degree of decentralization has an effect on the human development index. Testing the second hypothesis shows that the regional financial independence variable has an effect on the human development index. Testing the third hypothesis shows that the effectiveness of PAD has no effect on the human development index. Testing the fourt hypothesis shows that regional financial efficiency has no effect on the uman development index.
