Abstract :
The purpose of this study was to determine the role of the Department of Agriculture on how to implement the policy of the Department of Agriculture regarding the distribution of subsidized fertilizers, and how the effect of the right price and the right amount of fertilizer on farmers' income and how the effectiveness of the distribution of subsidized fertilizers in Ngabar Village, Siman District, Ponorogo Regency. This research was carried out at the Ponorogo Regency Agriculture Office and in Ngabar Village. Descriptive qualitative is the type of this reasearch. Data collection techniques were carried out by means of library research and field research using the methods of observation, interviews and documentation. Analysis of the data used is descriptive analysis. The results of this study indicate that the Department of Agriculture of Ponorogo has tried to implement an effective and targeted subsidy policy based on the Perbup and national ideals. The agricultural potential in Ponorogo, including Ngabar Village, is quite large, because every year the supply of subsidized fertilizers is always distributed through farmer groups in Ngabar Village in accordance with applicable procedures. Even though a small number of farmers in Ngabar Village still complain about the quality and quantity of subsidized fertilizers, so far they still rely on subsidized fertilizers compared to making traditional fertilizers or buying non-subsidized fertilizers which are more expensive. It can be concluded that the distribution of fertilizers applied by the Ponorogo Agriculture Office has complied with the procedural requirements of the official regulations, therefore, regarding the complaints of some people who have opinions about the lack of fertilizer quantities, fertilizer rations, and fertilizer quality cannot be considered as a single value considering its varied nature. In essence, each farmer group or farmer has different characteristics, especially when there is a significant difference in land ownership. Keywords: distribution, subsidized fertilizer
