Abstract :
The Human Development Index (HDI) is one of the benchmarks in measuring economic development in a region. HDI measures the achievement of human development as the basis of quality of life. This study aims to estimate the influence of the minimum wage, foreign investment, and industrial sector GDP on the Regency or City Human Development Index (HDI) in Java in 2018-2020 using the panel's data regression analysis tool. Results with the Fixed Effects approach show that the Regency or City Minimum Wage (UMK) and the Gross Regional Domestic Product (PDRB) of the industrial sector have a positive effect on the Human Development Index (HDI), while Foreign Investment (PMA) has no effect on the Regency or City Human Development Index (HDI) in Java Island. Local governments and the Manpower Office in each region are expected to synergize in determining the regional minimum wage in order to improve community welfare. In addition, the Government in every region in Java island is expected to further improve the infrastructure of educational support facilities, so that the quality of education will be better which is expected to increase productivity and economic growth in each region.
