Abstract :
Policy implementation is a crucial stage in the public policy process. A policy program must be implemented in order to have the desired impact or goal. Policy implementation in principle is a way for a policy to achieve its goals. No more and no less. To implement public policies, there are two options, namely direct implementation in the form of programs or through policy formulation derivatives or derivatives of policies. This research was conducted with the aim of knowing how to implement parking lot management policies by the Malang City Transportation Service. This research report will discuss the implementation of parking lot management policies, the obstacles faced and the efforts made by the Malang City Transportation Service to overcome obstacles in the implementation of parking lot management policies. This study used qualitative research methods. The data collection techniques used are Participatory Observation, Interview, and Documentation. In this study, the benchmark for Parking Parking Management Policy Implementation is the theory of the Advocacy Coalition Framework (ACF) consisting of public and private institutions that share a series of beliefs (Basic Belief). processes that refer to external changes. The parties who are used as informants in this study are the Head of the Parking Section, Head of Parking Management, Parking Officers and Surrounding Communities, Parking Service Users. The results of the study show that the implementation of Parking Management Policy in Malang City has been carried out but is not optimal, this is due to a factor that is Awareness of Parking Interpreters about parking regulations. There are several obstacles faced in implementing the Parking Parking Management Policy, some of which are, Human Resources are not optimal, socialization and coaching is still lacking because it is only done once a year for parking attendants who are then very limited in understanding good parking management and Correct.
