Abstract :
Leadership is the central point and policy makers of the activities to be carried out in the organization. The Camat has the main task of implementing government authority delegated by the regions and as a coordinator, facilitator and mediator for the community for all programs that have been running. Therefore, the leadership of the sub-district head of Blimbing sub-district greatly influences the service in the sub-district. Services in the sub-district run well if the camat carries out their duties with responsibility. Regarding the importance of the leadership concept in Blimbing District, there are still some obstacles in the field, such as supervision of the sub-district head, how the sub-district head makes decisions on the relationship between the sub-district head and his subordinates and work discipline for employees.
This study aims (1) to identify and describe the implementation of the camat leadership policy in government performance in Blimbing sub-district, Malang city. (2) to identify and describe the supporting and inhibiting factors in implementing the camat leadership policy in government performance in the Blimbing sub district. The benefits of this research 1). To add insight to researchers about the leadership of the sub-district head and become a guide on how to govern and make decisions. 2). As input and contribution of ideas for the government, in this case the Blimbing sub-district regarding the leadership of the sub-district head. 2). What are the inhibiting and supporting factors in implementing the camat leadership policy in government performance in Blimbing District, Malang City.
The method in this research is descriptive research with a qualitative approach. Qualitative descriptive is research that aims to describe the situation in the field with data obtained from research results. Broadly speaking, descriptive research has the aim of providing an overview of situations related to certain communities so that the data received is more accurate about the events studied. The research location is in Blimbing District, Malang City. Data collection was done by means of interview, observation and documentation techniques. Data analysis in this study used four components consisting of data collection, data condensation, data presentation and conclusion drawing.
The results of this study indicate that the Camat's leadership in Government Performance in the Blimbing District is going well. It can be seen in the supervision of the sub-district head, that the sub-district head of Blimbing has carried out routine supervision of his employees and monitored all activities carried out in the sub-district of Blimbing, decision-making in decision making is always consulted together between the sub-district head and his employees, the relationship between leaders and employees who have close family relationships there are no restrictions on the closeness between the sub-district head and his employees, and the work discipline of his employees is increasing, his leadership has a good influence on the sub-district and is commendable, where he is able to move his employees in carrying out services in Blimbing District.
