Abstract :
In this era of autonomy, not only regions have regional autonomy, but villages also have village autonomy, which means that the village has full authority to run and manage its own government in order to realize the progress and welfare of the village community. There are many issues that explain that villages are often seen as rural areas, making rural areas difficult to develop. the presence of law no. 6 of 2014 concerning villages to be the foundation of rural areas to advance their territory. To realize the development of rural areas and the communities in them, the government creates the BUMDes program which is intended to boost village economic income and encourage village community empowerment. The number of BUMDes 2021 is 6,080 spread across all regions of East Java Province. Among the number of BUMDes, there is Ajimulyo BUMDes which is interesting to study, the BUMDes is engaged in waste and water management units. This research was conducted to determine the role of Village Owned Enterprises on the economic development of rural communities.Role is a theory that explains that humans behave dynamically according to their status and position. Role theory describes social interaction in terms of actors who play according to nothing determined by the social and cultural environment. While management is the design of developing something that is already in the order to improve quality more advanced. In the development of a village, it must be in accordance with careful planning so that later it can bring benefits to the community. The development of village potential requires a program strategy that can accommodate community business units and increase village original income. The government established BUMDes as an institution that accommodates every business unit belonging to the village community in order to increase Village Original income, empower village community income and explore what potentials exist in the village. This type of research is a research using a qualitative approach with a descriptive method located in Pandanlandung Village, Wagir District, Malang Regency. Sources of data used by the author in the form of primary data and secondary data, through interview and documentation observation techniques conducted by researchers at the research site in Pandanlandung Village. Research instruments used in this study include researchers, interview guidelines, field notes. for the components of data analysis used in this study is a component of data analysis according to Miles and Huberman include data collection, data condensation, data presentation and drawing conclusions. Based on the results of research conducted by researchers, BUMDes Ajimulyo has developed two business units, namely the waste and water management unit. the two units have different sectors, the water unit is engaged in clean water management to provide clean water services to the people of Pandanlandung Village while the waste management unit is engaged in waste distributors and waste treatment. Both business units have the same goal of increasing village original income. The results showed that the role of BUMDes Ajimulyo in increasing the income of the people of Pandanlandung Village had not run optimally. However, there is one unit that has provided benefits to the people of Pandanlandung Village, in the form of providing clean water services to village communities, that unit is the Water Management Unit.
