Abstract :
(ABSTRAKSI) Electronic Government (E-Gov) dipahami sebagai suatu bentuk penyelenggaraan tata pemerintahan yang memanfaatkan teknologi informasi (TI), agar penyelenggaraan pemerintahan dapat berlangsung secara efektif, efisien, transparan, akuntabel, responsif, dan melibatkan partisipasi masyarakat. Pemerintah Kabupaten Belu sebagai salah satu instansi pemerintah daerah yang memiliki komitmen dalam mengembangkan website sebagai bagian dari pelaksanaan e-government, diharapkan dapat membawa perubahan pada sistem politik, sosial, ekonomi dan pemerintahan di Kabupaten Belu. Namun dalam pelaksanaannya, ada permasalahan utama terkait pengelolaan website resmi pemerintah daerah www.belukab.go.id tersebut. Penelitian ini bertujuan untuk mengidentifikasi pengelolaan website sebagai upaya untuk mewujudkan pemerintahan yang transparan dan partisipatif di Kabupaten Belu periode tahun 2010- 2013. Kajian ini dikembangkan menjadi dua bagian. Bagian pertama adalah analisis mengenai pengelolaan website yang transparan dan partisipatif. Bagian kedua, penulis mengelaborasi analisis bagian pertama tersebut dengan 6 (enam) strategi pengembangan e-government di Kabupaten Belu yang berkaitan erat, yaitu: (1) Mengembangkan sistem pelayanan yang handal dan terpercaya, serta terjangkau oleh masyarakat; (2) Menata sistem manajemen dan proses kerja pemerintah daerah secara holistik; (3) Memanfaatkan teknologi informasi secara optimal; (4) Meningkatkan peran serta dunia usaha dan mengembangkan industri telekomunikasi dan teknologi informasi; (5) Mengembangkan kapasitas SDM pemerintah daerah, disertai dengan meningkatkan e-literacy masyarakat; (6) Melaksanakan pengembangan secara sistematik melalui tahapan- tahapan yang realistik dan terukur. Objek penelitiannya adalah website pemerintah Kabupaten Belu www.belukab.go.id. Adapun dalam penelitian ini, penulis menggunakan pendekatan kualitatif dengan metode deskriptif interpretatif. Hasil analisis dan interpretasi data dapat disimpulkan bahwa praktik e-government melalui website resmi pemerintah daerah di Kabupaten Belu masih perlu dibenahi pengelolaannya. (ABSTRACT) Electronic Government (E-Gov) is understood as a form of implementation of governance using information technology (IT) to make the government effective, efficient, transparent, accountable, responsive, and involves the participation of society. The government of Belu Regency as a local governmental institution having commitment in developing website as a part of e-government is expected to bring a change in the system of politic, economy, and governance in Belu Regency. But, in its implementation, there is a main problem related to the management of official website of local government, www.belukab.go.id. This research was aimed to identify the management of website as an effort to manifest a transparent and participative government in Belu Regency in period of 2010 â 2013. This study was developed into two parts. The first part was an analysis about the management of transparent and participative website. The second part, the writer elaborate the analysis of the first part with 6 (six) strategies of e-government development in Belu Regency having close relation. They are (1) Development of prominent and trustworthy service system and reachable by the society; (2) Arranging management system and working process of local government holistically; (3) Using information technology optimally; (4) Increasing the participation of business and developing telecommunication industry and information technology; (5) Developing the capacity of local governmentâs human power encompassed with the increase of e-literacy of the society; (6)Implementing the development systematically through realistic and measurable stages. The research object was website of the government of Belu Regency, www.belukab.go.id. In this research, the writer used qualitative approach with interpretative descriptive method. The result of data analysis and interpretation can be concluded that the practice of e-government through official website of local government in Belu Regency still needs to repair in its management.
