Abstract :
(ABSTRAKSI) Peraturan Menteri Perhubungan Nomor KM 15 Tahun 2010 tentang Cetak Biru Transportasi Antarmoda/Multimoda menjelaskan selain pengembangan Bus Rapid Transit diperlukan juga pengembangan perkeretaapian perkotaan dan regional di D.I. Yogyakarta. Berdasarkan kondisi eksisting dan potensi yang dimiliki Yogyakarta, Trem/LRT (Light Rail Transit) dipilih sebagai moda transit dalam pengembangan transportasi berbasis rel di Yogyakarta. Menilik hal tersebut sekiranya perlu dilakukan kajian untuk mengetahui seberapa besar kesediaan memafaatkan Trem/LRT dan kemampuan daya beli calon pengguna berdasarkan nilai ATP dan WTP. Penelitian ini menggunakan metode survei stated preference. Data yang diperoleh selanjutnya diolah dengan analisis faktor untuk mengidentifikasi dan mengelompokkan faktor pelayanan yang mempengaruhi kesediaan calon pengguna memanfaatkan Trem/LRT. Hasil analisis faktor selanjutnya dianalisis dengan permodelan ordered probit sehingga diketahui besaran probabilitas kesediaan calon pengguna untuk memanfaatkan Trem/LRT. Skenario pelayanan Trem/LRT yang ditawarkan dalam pelaksanaan survei terdiri dari 7 skenario dengan kombinasi tarif, waktu tempuh, waktu tunggu dan potongan harga bagi pelajar. Dalam penelitian ini juga menghitung besarnya tarif ideal Trem/LRT berdasarkan pendekatan ATP/WTP penumpang TransJogja dan pengguna kendaraan pribadi. Hasil penelitian menunjukkan variabel pelayanan yang mempengaruhi kesediaan calon pengguna Trem/LRT lebih dipengaruhi oleh waktu tempuh dan waktu tunggu Trem daripada variabel tarif maupun potongan harga. Besaran probabilitas responden pengguna TransJogja kategori pelajar sebesar 52,79% dan kategori umum sebesar 76,42% sedangkan responden pengguna kendaraan pribadi kategori pelajar sebesar 2,28% dan kategori umum sebesar 74,86%. Nilai ATP, WTP dan tarif ideal menurut responden diperoleh untuk pelajar ATP rata-rata sebesar Rp 431/km, WTP rata-rata sebesar Rp 193/km dan tarif ideal Trem/LRT sebesar Rp 210,45/km sedangkan untuk umum diperoleh ATP rata-rata sebesar Rp 785/km, WTP rata-rata sebesar Rp 255/km dan tarif ideal Trem/LRT sebesar Rp 400,1/km. (ABSTRACT) The Regulation No.KM 15 Year 2010 of the Minister of Transportation about Inter/Multi Modes of Transportation Blueprint explains that besides the development of Rapid Bus Transit, the development of urban and regional railway in D.I. Yogyakarta is also required. Based on the existing condition and potential of Yogyakarta, Tram/LRT (Light Rail Transit) is selected as the transit mode to develop a rail-based transportation in Yogyakarta. Therefore, a researchto determine the willingness and the purchasing power of the prospective passengers to use the Tram/LRT based on ATP/WTP values is required. This research used the stated preference survey method. The data obtained were then processed by factor analysis to identify and classify the service factors which is the willingness of the prospective passengers to use the Tram/LRT. The results of the analysis were then analyzed by the ordered probit modelling so that the willingness probability is known. There were 7 scenarios of the Tram/LRT service offered during the survey with combinations of rates, travel time, waiting time, and discount for students. The researchalso calculated the values of the ideal rate of Tram/LRT based on the ATP/WTP approach of the TransJogja passengers and private vehicle users. The results show that the service variables that affect the willingness of the prospective passengers of Tram/LRT are influenced by the travel time and waiting time of the trams rather than the rate or discount variables. The probability of the TransJogja passengers from student category is 52,79% and from general category is 76,42%. Meanwhile the probability of the private vehicle users from student category is 2,28% and from general category is 74,86%. The values of ATP, WTP, and ideal rate according to the respondents from student category are approximately Rp 431/km for ATP, Rp 193/km for WTP, and Rp 210,45/km for ideal rate while from general category, the values are approximately Rp 785/km for ATP, Rp 255/km for WTP, and Rp 400.1 / km for ideal rate.
