Abstract :
ABSTRAK Berangkat dari hal tersebut, fokus dalam penelitian ini adalah; 1) Rasionel manajemen mutu madrasah dalam perspektif balanced scorecard yang dilakukan di madrasah, 2) Peningkatan mutu pendidikan yang dikembangkan menurut balanced scorecard di madrasah, 3) Efektivitas balanced scorecard terhadap peningkatan mutu pendidikan di madrasah. Penelitian ini menggunakan metode campuran (mixed methods) dengan strategi eksploratoris sekuensial. Tekhnik pengumpulan datanya menggunakan observasi, wawancara, dokumentasi, angket, focus group discussion. Analisis data dalam penelitian kualitatif dilakukan melalui; reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Sedangkan untuk analisis data kuantatif menggunakan menggunakan analisis One Way ANOVA melalui aplikasi SPSS 16. Pengecekan keabsahan datanya dilakukan dengan ; derajat kepercayaan (credibility), keteralihan (transferability), kebergantungan (dependability), dan kepastian (confirmability). Hasil penelitian menunjukkan ; Pertama, Rasionel manajemen mutu madrasah dalam perspektif balanced scorecard diantaranya sebagai ; dakwah Islamiyah, realisasi terhadap visi dan misi madrasah, pencapaian standarisasi pemerintah, surviving, penyiapan SDM yang berkualitas, pemenuhan tuntutan masyarakat, inovasi pendidikan, image building terhadap eksistensi madrasah dan pengembalian ruh madrasah sebagai lembaga pendidikan Islam. Kedua, Manajemen peningkatan mutu madrasah perspektif Balanced scorecard sebagai berikut; 1) Financial perspective, meliputi ; Pembuatan (RAPBM), desentralisasi keuangan, kemandirian, transparansi, pengutamaan skala prioritas. 2) Customer perspective, meliputi; Penguatan networking, program pengabdian masyarakat melalui kegiatan bhakti sosial dan amaliah tadris, standar pelayanan minimal, total quality service. 3) Internal business process perspective, meliputi; a) Seleksi input, Mapping Class, Intensifikasi Kebahasaan, Pembentukan kelas Akeselerasi, Inovasi Kurikulum berbasis Kearifan lokal, Bridging Program, Penguatan Jurusan, Pembentukan Karakter. 4) Learning and growth perspective, meliputi ; Standarisasi kualifikasi tenaga kependidikan, Inservice training dan up-grading, Pemberian reward and punishment, Pemberian Motivasi, Evaluasi secara Totalitas dan berkelanjutan. Ketiga, Perspektif bisnis internal memiliki tingkat keefektifan yang sangat tinggi dalam peningkatan mutu madrasah, sedangkan perspektif learning and growth dan perspektif costumer memiliki tingkat keefektifan yang sedang. Sedangkan perspektif financial dan memiliki tingkat keefektifan yang rendah. ABSTRACT Balanced Scorecard through four perspectives; finance, customer, internal process, learning and growth applied to the world of madrasah education have a unique and special characteristic, identifying madrasah is a non-profit educational institution. Setting out of this, the aims of this research are: 1) rationale of managing the quality of madrasah based on the perspective of balanced scorecard in madrasah, 2) the quality improvement of madrasah developed upon balanced scorecard in madrasah, 3) the effectiveness of balanced scorecard towards quality improvement of education in madrasah. The study used mixed methods along with sequential exploratory strategy. The collecting data methods are observation, interview, documentation, questionnaires, and focus group discussion. Data analysis on qualitative research is: data reduction, data presentation, and conclusion or verification. Data analysis of quantitative is One Way ANOVA analysis through SPSS 16 application system. The checking of data validity used degree of confidence (credibility), transferability, dependability, and certainty. The research findings were: first, quality improvement of madrasah education based on the perspective of balanced scorecard as: Da?wah Islamiyyah, the recognition of the vision and mission of Madrasah, achieving the standardization of government, surviving, providing qualified human resources, fulfilling the demand of the society, educational innovation, image building to the existence of madrasah, and returning of the spirit of madrasah as the Islamic educational institution. Second, the attempts to managing of madrasah quality based on balanced scorecard are: 1) Financial perspective, included the making of the plan of school financial, financial decentralization, independence, transparency, prioritizing the interest. 2) Costumer perspective, included: networking strength, community service programs, minimum service standards, total quality service. 3) Internal business process perspective, included; selection of inputs, class mapping, linguistics intensification, forming class acceleration, curriculum innovation based on the local wisdom, bridging program, strengthening programs, character formation. 4) Learning and growth perspective, included: standardization of
