ABSTRACT This research aims to know and analyze the basic guide for the leader in the perspective of Quran, the basic steps of leader?s voting in the perspective of Quran, then know and analyze some managements of leadership model in the perspective of Quran. The researcher uses the method of descriptive-library. The data are collected from some kitabs about leadership field and religion?s kitab, such as tafsir, variety of journals, and websites, and others. In the analyzing data, researcher uses deductive approach approach to collect some texts which consist of particular idea and theme that help to answer the goals and answers of this research. The researcher uses also the analysis method of content The result of this research, as the following: Indeed Quran is kitab which can be described and specialized by Allah as the truth in His verses: (We have not neglected in the Register a thing (Surah Al-'An`?m: 38)). Although these are world affairs and religious affairs, there are many verses of Quran, narration of the story with the characters which is charismatic showing to some of basic principles of administrative leaderships. It is clear that the most important principle is intention. Intention which has a desire then it changes to have the element of creativity in leadership. Then it has to hold the discussion, until the other principles. Quran is indeed a religion book which described by Allah in His verses ??. there has come to you Our Messenger making clear to you much of what you used to conceal of the Scripture and overlooking much. There has come to you from Allah a light and a clear Book (15). By which Allah guides those who pursue His pleasure to the ways of peace and brings them out from darknesses into the light, by His permission, and guides them to a straight path.(16)(Surah Al-Maidah)? Allah has decided for us the right method and straight way, then showed and guide us to follow the basic steps in leader?s voting, that is the steps which have been clarified in some forms of collected characters. Quran is encyclopedia of the earlier religious people and coming people, and guide us to the perfect model of the leader?s attitude. Allah says: ?There was certainly in their stories a lesson for those of understanding. Never was the Qur'an a narration invented, but a confirmation of what was before it and a detailed explanation of all things and guidance and mercy for a people who believe.? (surah Yusuf: 111). The practice of Muhammad p.b.u,h is when getting the divine revelation, then pointed the case of leadership and the implementation from the case of leaded people in the perfect view. It is described that Muhammad p.b.u.h is Quran which walks on the earth. He is qualified a
