ABSTRACT The economic prosperity in Papua is placed the first based on the poor condition of the people, as shown by the statistical data in 2014. In fact, Papua is very rich both in land and sea. Kampung Enggros, which is found in the center of the city and is located in Teluk Youtefa, is one of the examples of fishermen society in the center of the cities but it is not economically prosperous. The huge amount of natural resources in Papua and the economic prosperity are not balanced. Thus, the researcher is interested to do a research concerning the sea natural resources management conducted by the fishermen society of Port Numbay in Kampung Enggros, Jayapura. This research aims to: (1) know the sea natural resources management conducted by the local people of Papua (2) know whether the sea natural resources management is in accordance or not with the maqasid al-sharia review. The research method is descriptive-qualitative using case study model and the data collection techniques are interview, observation, and documentation. The data analysis techniques are reduction, data display, and conclusion drawing. The data validation checking is done through the extension of participation, triangulation observation, peer review, and reference. The research result shows a uniqueness indicating that the local people of Papua, particularly the society of Port Numbay in Kampung Enggros in Jayapura still apply the traditional management. It is marked by the minimum knowledge and technology as well as the role of the government causing the utilization of sea natural resource not optimum. Meanwhile, as related to maqasid al-sharia and the environmental conservation (Hifdz Bi?ah), the local people of Kampung Enggros do conserve the environment since they really respect nature because they consider nature as the mother who raise them up and give them life. Therefore, they have the responsibility to conserve and preserve the nature. The traditional management has a strength, namely social status that marks closeness toward fellow people and the environment surrounding them ABSTRAK Kesejahteraan perekonomian di kawasan Papua mendapatkan posisi pertama dalam kondisi penduduk miskin menurut data statistik tahun 2014, padahal kekayaan di Papua begitu luar biasa baik di darat maupun di lautnya. Kampung Enggros yang berada ditengah-tengah kota dan berada di Teluk Youtefa merupakan salah satu contoh masyarakat nelayan yang berada di tengah perkotaan tetapi belum mendapatkan kesejahteraan dalam bidang perekonomian. Sumber daya alam yang begitu melimpah khususnya di Papua tidak seimbang dengan kesejahteraan perekonomian di Papua, sehingga peneliti merasa tertarik untuk melakukan penelitian tentang pengelolaan sumber daya alam laut yang dilakukan oleh masyarakat nelayan Port Numbay di kawasan Kampung Enggros Kota Jayapura. Penelitian ini bertujuan untuk : (1) mengetahui pengelolaan sumber daya alam laut yang dilakukan oleh masyarakat asli papua (2) untuk mengetahui pengelolaan sumber daya alam laut yang dilakukan sesuai atau tidak dengan kajian maqasid syariah. Metode penelitian yang digunakan menggunakan penelitian kualitatif deskriptif dengan menggunakan model studi kasus dan penggumpulan data menggunakan wawancara, observasi dan dokumentasi.
