The school's success in improving the quality, is large enough for the head of a school in the exercise of its role as a leader with the menejerialnya ability in developing participatory quality of school quality. The purpose of this research is (1). To describe the steps of participatory leadership principals in an environment of the institution in SMAN 1 Malang, (2) to describe the principal characteristics of participatory leadership in developing quality educational institutions in SMAN 1 Malang (3) describes the implications for leadership quality to the development of participatory institutions. This research used the qualitative approach with this type of case studies. The technique of data collection is carried out by three ways, namely: (1) in-depth interview, (2) active participating observation, (3) the study documentation. The selection of the informant this research uses techniques of snowball sampling. The data collected is analyzed in descriptive, with the flow of data reduction (a), (b) the presentation of the data, (c) the withdrawal of the conclusion: (1) credibility, (2) transferbilitas, (3) dependenitas, and (4) konfirmabilitas. From the results of research in the field of data exposure is found as follows: first, the (1) understand the problem; (2) involving subordinates in troubleshooting (3) establish good communication (4) accommodating the aspirations of subordinates. (5) empowerment of subordinates. Second, the (1) Involving all elements in school decision-making and delegation of authority; (2) give support to subordinate programs; (3) Positive thingking; (4) Amar ma'ruf Nahi Great; (5) kontroling on performance of the subordinate. Thirdly, the implications of participatory leadership towards the development of the quality of the institution; (1) foster a sense of responsibility to all citizens of the school; (2) the creation of a conducive school environment, (3) raises morale towards his subordinates. (4) the creation of solidarity between the citizens of the school ABSTRAK Terwujudnya sekolah yang berbudaya mutu merupakan tuntutan yang harus dipenuhi oleh setiap satuan pendidikan untuk meningkatkan prestasi. Keberhasilan sekolah dalam meningkatkan mutu, merupakan usaha yang cukup besar bagi kepala sekolah dalam menjalankan perannya sebagai pemimpin yang dengan kemampuan menejerialnya yang partisipatif dalam mengembangkan mutu sekolah mutu. Tujuan penelitian ini adalah (1). Untuk mendeskripsikan langkah-langkah kepemimpinan partisipatif kepala sekolah di lingkungan lembaga pendidikan di SMAN 1 Kota Malang, (2) untuk mendeskripsikan karakteristik kepemimpinan partisipatif kepala sekolah dalam mengembangkan mutu lembaga pendidikan di SMAN 1 Kota Malang (3) untuk mendeskipsikan implikasi kepemimpinan partisipatif terhadap pengembangan mutu lembaga. Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi kasus. Teknik pengumpulan datanya dilakukan dengan tiga cara, yakni: (1) wawancara mendalam, (2) observasi berperan serta aktif, (3) studi dokumentasi. Pemilihan informan penelitian ini menggunakan teknik snowball sampling. Data yang terkumpul dianalisis secara deskriptif, dengan alur (a) reduksi data, (b) penyajian data, (c) penarikan kesimpulan: (1) kredibilitas, (2) transferbilitas, (3) dependenitas, dan (4) konfirmabilitas.
