ABSTRACT The development of thematic materials based on Islam and Malang local wisdom is a way to help the teacher explain thematic learning materials so the material is easy to understand by students. The needs for teaching materials that is contextual and close to the students residence environment, cover all the core competencies (KI 1-4) curriculum 2013 and packed interestingly which is the background of this development research. This textbook devoted to grade four students of SD/MI. The developed material is tema 7 ?Indahnya Negeriku? subtema 1 ?Keragaman Suku Bangsa dan Agama di Negeriku?. The objectives of this research is 1) produce a thematic textbook product based on Islam and Malang local wisdom 2) to know validation of textbook 3) to know attractiveness of textbook 4) to know effectiveness of textbook (the difference of students? understanding result) in tema 7 subtema 1 with the object of research grade IV students of SD Negeri 2 Kepuharjo Kabupaten Malang. This development research refers to a descriptive procedural development model, that developed by Borg and Gall. 1) The procedure of this textbook development divided to 6 stages, that is: research and early information gathering, planning, the development of the initial product format, initial trials (validation product) and revision, field test, and last revision product. 2) The results of this research development thematic textbook based on Islam and Malang local wisdom in thematic learning grade IV meet very valid criteria with test result of thematic material expert achieve a level of valid 88%, result of Islam and local wisdom material expert achieve 90%, design expert achieve 96%, learning expert achieve 86%, practitioners achieve 94% 3) The result of attractiveness achieve 95%. 4) The result of students? understanding (test effectiveness) before and after using the textbook showed the difference result that get better or improve. That is can be seen from the average (mean) pre-test value which is lower than post-test value that is 57,9 > 82,5, then it can be said that there is a difference of students? understanding result before and after using the textbook product. Result of uji-t on manual calculation with the level of meaning 0,05 obtained result thitung > ttabel that is 5.125 > 1.690 that mean H0 is rejected and H1 is accepted. So, there is significant difference between students? value before and after using thematic textbook based on Islam and Malang local wisdom that have been developed. This indicates that the product developed has a high validation level qualification, so the textbook is worthy of use in learning.
