ABSTRACT The purpose of this study was to describe quality standards in the development of human resources and constraints in the application of quality and strategy at the State University of Malang and the University of Muhammadiyah Malang. The research methodology used is analytical qualitative descriptive to obtain a clear and precise case description of the situation and its supporting factors. The results are the quality standards at Muhammadiah University Malang is as follows: A. Quality standards in recruiting staff according to education level B: Quality standards in staff development, namely taking courses and training. C. Quality standards in employee evaluation include performance, achievement, initiative, creativity, cooperation and career commitment. D. Quality standards in scientific training are effective training and pay attention to all aspects to determine training methods and structured scientific training. E. Quality standards in supporting educational activities are professional lecturers and good lecturer education background. F. Good quality in academic administration activities is working collectively in accordance with the desired goals in accordance with the vision mission G. quality for the success of academic management standards is the desired goal is clear and optimizes all abilities of the university to serve the education process and provide flexibility for work and existence good communication system and provide all university resources to serve the educ
