ABSTRACT Many polemics that make Indonesia far from harmony in diversity become one of the problems nowadays. It needs character education to instill tolerance as one way to develop learning materials at the basic level. Therefore, the development of teaching materials becomes important, especially on thematic materials which are still rarely developed, including the media. This is based on the fact that the unavailability of teaching materials framed with religion so there is still a barrier between thematic and religious learning. In addition, the availability of facilities has not been optimally used. The purpose of this research are; (1) to produce development thematic teaching materials under social harmony theme under Islam rahmatan lil 'alamin framework. of fourth grade students at MI Hasyim Asy'ari Jogoroto Jombang. (2) to test the validity of the test of material/content experts, media/design experts, linguists and expert learning practitioners of the product development thematic teaching materials under social harmony theme under Islam rahmatan lil 'alamin framework of fourth grade students at MI Hasyim Asy'ari Jogoroto Jombang (3) to know the effectiveness of product development thematic teaching materials under social harmony theme under Islam rahmatan lil 'alamin framework. of fourth grade students at MI Hasyim Asy'ari Jogoroto Jombang. This research used research and development (R&D) method. with models of Walter Dick and Lou Carey. Then data gathering is done by interview, questionnaire, and test. The data obtained from various methods are analyzed using descriptive analysis and T-test analysis using SPSS 22 program. Based on the results of this research and development, the product specifications are 1) soft file, 2) using theme of social harmony in the framework of Islam rahmatan lil 'alamin, 3) thematic materials on the subjects of PPKn, IPS, and PAI and BP class IV Semester 1 MI Hasyim Asy'ari Jogoroto Jombang. The results of developing material development trials have a high level of validity and effectiveness based on responses and judgments from the material / content experts with a percentage of 81.81%, media / design with a percentage of 90% of linguists with a percentage of 91.66%, and expert practitioners learning / teacher with a percentage of 90.90%. The average acquisition of learning outcomes in the final test was 79.09 better when compared with the initial test which only reached a value of 43.63. The increasing of average achievement of student learning achieves 35.46 after using the materials development results.
