ABSTRACT The government has implemented the National Education System in supporting educational quality enhancement. That program impresses brilliant generations have faith and morality strength. In supporting that program, the government has declared PP. Nomor 55 Tahun 2007 that discussed about religious education and its policies. Its implementation brings distinctive responses and regulations of local government to accommodate civil aspirations and strengthen of religious education for basic level of education system. In this case, the local governments of Indramayu and Kuningan Regencies require elementary/Islamic elementary school students to join the firth Islamic school program. Furthermore, this research investigates the process in determining and sustainability of local regulation (Perda). As the result, this research aims are to analyze and find (1) The local government regulation background (2). Regulation implemented strategy and (3) its implications of the firth Islamic school program towards elementary / Islamic elementary school students at Indramayu and Kuningan regencies. This research was case study with multi-casus design. In hence, qualitative approach was appropriate in conducting this research. In-depth interviews, participant observation, and document were applied to collect the data. Moreover, data reduction, data display, and verification were used in the process of analyzing data. To ensure the validity of data analysis, the researcher rechecked the data through credibility, transferability, dependability, and conformability. The results showed that (1) The Local Regulation No. 2 Tahun 2003 came from the government?s religious politics to minimize social illness. Meanwhile, existence of Local Regulation No. 2 Tahun 2008 was affected by social engineering as the consequence of firth Islamic school legal drafting and then funded by government (2) Integrated top-down and bottom up theory with participative approach was implemented to investigate the strategy of Education Policy of Firth Islamic School. Civil participations, government, and parliament members of education commissions gain togetherness to involve religious education and regional development. There were three steps in doing that implementation; stage of formulation, legislation, implementation and controlling its local regulation (3) the implications of the implementation of
