ABSTRACT Teaching preparation is the important thing for teacher before doing teaching and learning process. The text book which is used in speaking skill is too complicated especially in learning Arabic Language. The most of students Bilingual Islamic Senior High School do not expert and able yet to communicate with Arabic Language. It is caused of incompetent text book and there is no special text book for teaching and learning speaking skill. In this case, the researcher will construct the text book for teaching speaking skill for students of Bilingual Islamic Senior High School Batu. Purpose of this research to know teaching Arabic language process especially in students? skill, constructing product, and knowing effectiveness of conversation material development for speaking skill in Bilingual Islamic Senior High School Batu. Arabic Language text book curriculum 2013 which is developed by researcher is to construct conversation text book for class XI Islamic Senior High School. This research uses Research and Development (R&D) based on ADDIE method requires five steps those are question analysis, product design, product development, product implementation, and product evaluation. The participants of this research are students class XI of Bilingual Islamic Senior High School Batu 2015/2016 period. In this research uses observation, interview, questionnaire, and documentation data analysis of likert scale. The result of this research is that speaking text book (Aku Cinta Muhadatsah dengan Bahasa Arab) for class XI of Bilingual Islamic Senior High School Batu, and text book which is developed by researcher has different characters and superiorities from other text book. The result from language scholar that content?s value of the book attains 96%, design scholar sates that Arabic language teaching attains 80%, and from 25 students achieve 95,36%. From the result of text book is good to be implemented to the students class XI of Bilingual Islamic Senior High School Batu. The next researcher should complete several deficiencies from this research to be better and the implementation can be larger developed. ABSTRAK Persiapan dalam pembelajaran adalah hal yang sangat penting bagi guru sebelum melakukan proses belajar mengajar. Bahan ajar yang digunakan guru khususnya dalam belajar keterampilan berbicara (Maharah Kalam) masih mengalami banyak kesulitan dalam belajar bahasa Arab. Mayoritas dari kalangan siswa MA Bilingual masih belum menguasai dan mampu berkomunikasi dengan bahasa Arab. Dan hal ini disebabkan oleh buku ajar yang digunakan dalam pembelajaran kurang membantu para siswa untuk belajar Maharah Kalam dan juga tidak adanya buku ajar khusus untuk maharah kalam dalam kegiatan belajar- mengajar. Dari permasalahan diatas, peneliti ingin menyusun buku ajar untuk pembelajaran Maharah kalam siswa Madrasah Aliyah Bilingual Batu. Tujuan penelitian ini untuk mengetahui proses pembelajaran bahasa Arab pada keterampilan berbicara siswa Madrasah Aliyah Bilingual Batu, membuat produk serta mengetahui efektifas pengembangan materi muhadatsah untuk keterampilan berbicara di Madrasah Aliyah Bilingual Batu. Buku mata pelajaran bahasa Arab kurikulum 2013 yang dikembangkan peneliti adalah pembuatan bahan ajar Muhadatsah kelas XI Madasah Aliyah. Penelitian ini menggunakan jenis penelitian Research and Development (R&D) berdasarkan model ADDIE membutuhkan lima langkah yaitu analisis masalah, desain produk, pengembangan produk, implmentasi produk, evaluasi peroduk. Populasi dari penelitan ini adalah siswa kelas sebelas Madrasah Aliyah Bili
