Abstract :
The research is based on the peak of demographic dividend and industry 4.0 which has
an impact on labor dynamics in East Java. The purpose of this study is 1) to find out how the
policy strategy that has been done by the East Java government 2) To conduct a study and
analysis of design strategies and recommendations on employment policies in the peak
demographic dividend and industrial era 4.0 East Java. The research method uses qualitative
descriptive and snowball sampling. Data collection techniques used observation,
documentation and interviews, the focus of the research was using Hanger and Wheeln's
strategies, William Dunn's public policies, and Cochran and Malone's designs.
The results of this study are 1) that the performance is quite good in terms of improving
performance and reducing the number of unemployed but in this decade the increase in
performance in several points has decreased, for example unemployment is around 0.1% and
an increase in cases of industrial relations requires innovation in institutions and program 2)
have made recommendations and design policies that are based on the formulation and
strategies made with the following results 1) Increasing the competence and productivity of
workers in synergies maximizing demographic dividendes; 2) Protection of migrant and labor
workers; and 3) Increasing the chaos of industrial relations and the employment climate in
creating a sense of justice in the business world and 1 supporting policy package increases
the effectiveness of demographic dividendes
