This study aims to determine the innovative work behavior of lecturers in the Ministry of Transportation BPSDM Environment where lecturers are required to be more creative and continue to innovate in carrying out all their activities that have been regulated in the Tridarma of Higher Education. Tridarma of higher education is currently a benchmark for lecturers' performance, wherein in practice, there are still obstacles in its implementation. The characteristics of quality human resources in the 21st century force lecturers to be innovative, creative, ethical, and never stop learning at work.
This study uses quantitative research methods with data analysis techniques Structural Equation Model (SEM) to examine the direct and indirect effects. Data collection was assisted by a google form which was distributed to all respondents. The population in this study were lecturers of the Human Resource Development on Transportation Agency who already had 145 academic positions.
The results show that in the formation of innovative work behavior, lecturers are dominated by organizational culture with a loading factor value of
0.557 with the largest dimension being people orientation, which means the extent to which the leader pays attention to the needs of lecturers, interests, and areas of lecturer personality development to speed up their work. Novelty research is a model of innovative work behavior of lecturers by considering two factors, namely external, in which we need a leader who can provide clear and systematic directions and an organizational culture that focuses on caring for people by paying attention to lecturers needed. While internal factors include the soft skills of lecturers by sharpening the ability of lecturers to solve problems, and accommodating the motivation of lecturers' work through the strengths of the lecturers to facilitate and support the work of lecturers.
In conclusion, the innovative work behavior of lecturers is dominated by an organizational culture that is very dominant and is expected to give more attention to the formation of soft skill competencies and increase the work motivation of lecturers in the Ministry of Environment, BPSDM Ministry of Transportation.
