Abstract :
This study aims to analyze the impacts of the Stimulant Grant for Kembang Gading Village program (SG-KGVD) especially on the villagers’ basic needs fulfillment. In addition, this study also examines the most useful project component which reflects the villagers’ needs. The study was conducted by interviewing 100 respondents in the four dusun namely Rejosari, Tejosari, Sinar Fajar Asri and Rejomulyo. In terms of methodology, this study employs quantitative analysis by using path analysis as well as qualitative analysis using interview. In general, this study finds that the SG-KGVD program seems implemented properly due to the fact that almost all the villages used it for infrastructure. Moreover, the quantitative method finds that it seems statistically significant impact of sanitation, security, road, and worship place (mosque) improvement on the villagers’ basic needs fulfillment. The qualitative findings shows the perspective of the match between the needs of the poor and project components proposed in the SG-KGVD program, among nine project components, there are only two project components that match with the needs of poor people: bare land road and pave block path development functioning as road. This might indicate that efforts to encourage community empowerment have not yet been successful in the SG-KGVD program in accordance with low participation level. However, the government should consider that this program should be continued and expanded by improving management using the PDCA Cycle (Plan, Do, Check, Action) as well as the standard evaluation criteria (DAC Five Evaluation Criteria) which are relevance, efficiency, effectiveness, impact and sustainability in order to match with the needs of poor people.
