Abstract :
UPTD TPA Ganet Tanjungpinang in sorting waste according to Regional
Regulation No. 3 of 2015 concerning Waste Management contained in article 25
paragraph 4 regarding waste segregation is divided into five categories. There
are still some deficiencies found, namely from human resources, of course from
the lack of waste sorting. can not fully follow the contents of the regulation. This
research uses descriptive research with a qualitative approach. Analysis of the
data obtained is carried out through data collection, data reduction, data
presentation and drawing conclusions. This study uses the Edward III
Implementation model with four indicators. The results of the study are seen from
the indicators used, namely 1) Communication that is running less than opt imal,
this can be seen from the objectives achieved not yet maximized in sorting waste,
2) Existing resources are still lacking in sorting waste, 3) Disposition in
conducting waste sorting is quite optimal, this can be seen from the appointment
of positions that are in accordance with their capabilities, 4) Bureaucratic
structure is quite optimal, this is evidenced by the existing SOP in the
Tanjungpinang Landfill TPA. Conclusion that the Implementation of Regional
Regulation Number 3 Year 2015 Regarding Solid Waste Management (Study on
Waste Sorting in the Technical Implementation Unit of Tanjungpinang Ganet
Final Processing Station) has not been running optimally because it has not yet
followed the SOP including not yet separating waste divided into five c ategories,
and staff limitations in sorting waste. The suggestion that researchers can convey
is that the UPTD TPA Ganet Tanjungpinang follows the SOP that has been set
and conducted training for waste sorting officers and adding staff in the field.
