Abstract :
The correctional system considered that inmate was not viewed as object
rather than subject. The individual like ordinary human beings, any time
individual could make some mistake or fault into which the criminal law was
feasible to impose. To make the inmates aware and to return them again into good
people, it could be accomplished through rehabilitation. The rehabilitation was
activity to improve the spiritual faith and compliance with lord, intellectual,
attitude and professional behavior, physical and psychological health of the
inmates. Not only correctional system would be to return the inmate again into in
a good people, but also it would protect the community against potential repeated
criminal matter by the inmate, and this was application of values contained in the
pancasila.
The problem discussed in this thesis included some factors effecting the
prisoner of women to be drug distributor, the rehabilitation so far practiced by
the Correctional Institution of Woman Class II A Medan on the inmate woman as
drug distributor and the rehabilitation patter in the future to be practiced by
Correctional Institution of Woman Class II A Medan. This was analytical
descriptive thesis, describing and analyzing the proposed problems. The type of
date used was primary data gained through literature study. All data was then
analyzed qualitatively, interpreting qualitatively the opinions or ideas of the
respondents, and then it would explain completely and comprehensively the
aspect to all of the problem.
The result of study reveals that the factor prisoner of women to be drug
distributors are: (]) Internal factor (2) External factor. The rehabilitation patterns
so far practiced by Correctional Institution of Class II A Medan on women as
drug distributor was accomplished through rehabilitation and counselling. The
personal counselling was directed to mental and character counselling of the
inmates to become a whole human being, good faith and compliance with lord,
personal responsibility, and responsible with family and community. The
independence counselling was also directed to talent counselling and
ski/I/expertise thus the women as drug distributor could improve their life quality
in the future and to return into community as independent and responsible
individuals.
The conclusion drawn from this study is the application of new
rehabilitation pattern on drug inmates would be not only to impose the
punishment, but also to conduct the rehabilitation. It is expected to build the
special Correctional institution for rehabilitation of inhabitants, and also to
function as Therapy and Rahabi/itatitive Institution for the criminal by drugs.
Through this program, it is also expected that the inhabitants of the Correctional
Institution can participate actively among communities being free of the drug
dependence. It should be also taken into the awareness, that consumption and
distribution of drug could result in nothing, but danger and lethality.
The special Correctional Institution should be expected to be correctional
management for abusers and distributors of the black drug. This is evident by the
establishment of special Correctional Institution on Drugs as One Stop Center
performing medical therapy and social rehabilitation under one-roof Through this
activity the inhabitants of correctional institution can enjoy the counselling or
rehabilitation according to their needs during staying in the Institution.
