Abstract :
Sektor publik saat ini menghadapi beberapa tantangan dalam melakukan pelayanan yaitu semakin tingginya kenaikan populasi penduduk maka semakin tinggi pula permohonan layanan. Dalam kenyataanya masih banyak pengaduan terkait lamanya layanan administrasi publik saat ini. Maka dalam penelitian ini mempertimbangkan pengaruh karakteristik organisasi untuk mengidentifikasi faktor-faktor yang signifikan dalam praktik budaya BPM di Kota Surabaya dan Kabupaten Situbondo. Dilakukan analisis dengan PLS-SEM yang bertujuan untuk mengidentifikasi Metode BPM, Budaya BPM dan Kinerja Proses pada sektor publik dan mengukur pengaruh perbedaan karakteristik organisasi terhadap kinerja proses. Tanggapan survei dilakukan oleh karyawan Dispendukcapil di masing-masing daerah. Hasil penelitian ini adalah budaya BPM yang tinggi dapat diasosiasikan dengan tingkat kinerja proses yang tinggi, penerapan metode BPM yang tinggi dapat diasosiasikan dengan adanya budaya BPM yang tinggi serta adanya budaya BPM sepenuhnya memediasi keterkaitan antara penerapan metode BPM dan kinerja proses pada Dispendukcapil Kota Surabaya. Sedangkan pada Dispendukcapil Kabupaten Situbondo, budaya BPM yang tinggi tidak dapat diasosiasikan dengan tingkat kinerja proses yang tinggi penerapan metode BPM yang tinggi dapat diasosiasikan tanpa adanya budaya BPM yang tinggi dan budaya BPM yang tinggi dapat diasosiasikan dengan tingkat kinerja proses sehingga pada Kabupaten Situbondo budaya BPM tidak memediasi keterkaitan antara penerapan metode BPM dan kinerja proses. ================================================================================================================================ The public sector is currently facing several challenges in providing services, namely the higher the population increase, the higher the demand for services. In fact, there are still many complaints related to the current length of public administration services. So in this study, we consider the influence of organizational characteristics to identify significant factors in BPM cultural practices in Surabaya City and Situbondo Regency. Analysis was carried out using Partial Least Square-Structural Equation Modeling (PLS-SEM) which aims to identify BPM Methods, BPM Culture, and Process Performance in the public sector and measure the effect of differences in organizational characteristics on Process Performance in Surabaya City and Situbondo Regency. The survey responses were carried out by Dispendukcapil employees in each region. The results of this study are that a high BPM Culture can be associated with a high level of process performance, the application of a high BPM method can be associated with a high BPM Culture and the presence of a BPM Culture fully mediates the link between the application of the BPM method and Process Performance at the Surabaya City Population and Civil Registry Office. Whereas in the Dispendukcapil of Situbondo Regency, a high BPM Culture cannot be associated with a high level of process performance. mediate the link between the applicationof BPM Methods and process performance.
