Abstract :
The Jawa Pos Institute of Pro-Otonomi (JPIP) merupakan sebuah lembaga yang memiliki keberpihakan yang kuat terhadap implementasi otonomi daerah. Dalam kegiatan monitoring dan evaluasi, salah satu metode pengumpulan data yang digunakan JPIP secara konsisten untuk penghargaan Otonomi Award (OA) adalah survei persepsi publik. Terdapat lima parameter yang diukur, salah satunya adalah parameter kinerja pelayanan publik yang mencakup penilaian program pelayanan kesehatan. Penelitian ini bertujuan untuk mengukur indikator-indikator penilaian apakah bersifat unidimensional terhadap variabel laten program pelayanan kesehatan serta mengidentifikasi indikator penilaian yang dominan dengan menggunakan metode Confirmatory Factor Analysis (CFA). Analisis CFA menunjukkan bahwa indikator-indikator unidimensional dalam mengukur masing-masing variabel laten, yakni PPK21, PPK22, PPK23, PPK24, dan PPK25 serta kelima variabel laten tersebut unidimensional dalam mengukur program pelayanan kesehatan (PPK). Variabel laten kesesuaian antara kebutuhan masyarakat dan program peningkatan pelayanan kesehatan (PPK22) dominan terhadap variabel laten program pelayanan kesehatan (PPK) karena memiliki nilai koefisien determinasi serta loading factor terbesar, masing-masing sebesar 98,50% dan 0,993.

The Jawa Pos Institute of Pro-Otonomi (JPIP) is an institution that has a strong bias towards the implementation of regional autonomy. In monitoring and evaluation, one method of data collection used consistently by JPIP for the award Autonomy Award (OA) is a public perception survey. There are five parameters measured, one of which is a public service performance parameters which include an assessment of health service program. This study aims to measure the assessment indicators whether unidimensional to the latent variables of health service program and identify the dominant assessment indicators using Confirmatory Factor Analysis (CFA). Based on the analysis conducted, found that the indicators are unidimensional to measure each latent variables, namely PPK21, PPK22, PPK23, PPK24, and PPK25 and the fifth latent variable are unidimensional in measuring health service program (PPK). Latent variables fit between the needs of the community and health services improvement program (PPK22) dominant against latent variables health service program (PPK) because it has determination coefficient as well as the largest loading factor value, i.e. respectively 98.50% and 0.993.
