Abstract :
Banyumas Regency experienced a waste emergency in 2018, due to disposal in a number of
landfills. Garbage and waste piles have a bad impact on the environment and health, therefore it
is necessary to take steps for handling. A smart program environment is expected to be able to
help overcome the negative impacts of waste problems and other environmental problems.
Environmental governance using Information Technology (IT) is needed in order to create a
culture of life towards a Smart Environment. The Banyumas Regency Environmental Service in
2020 only has one environmental program that utilizes IT, namely salinmas. Salinmas is an online
waste management application. Based on these problems, this study aims to analyze the readiness
of the smart environment in Banyumas Regency using the E-Readiness model, the Garuda Smart
City Model (GSCM) and the Technology Organization Environment (TOE) model. This study uses
the E-Readiness, GSCM and TOE models to map smart environment readiness indicators. In
addition, the E-Readiness model is also used to measure the level of research readiness. The
indicators used in this study were obtained based on the results of the preparation of a framework,
namely ICT infrastructure, environmental quality, waste and waste management, energy security
and green open space. The data managed in this study were obtained from the results of a
questionnaire using Likert scale coding. The questionnaire was distributed to Regency
Environmental Service and the people of Banyumas Regency by taking the sample using the Slovin
formula and simple random sampling, which readiness could be measured using the Aydin and
Tasci scales. Based on the results of the community questionnaire, the readiness for implementing
a smart environment in Banyumas Regency has an average readiness value of 3.43. While the
Regency Environmental Service cakeioner results have a readiness value of 3.42. Based on the
results of this study, it can be ignored the readiness of implementing a smart environment in
Banyumas Regency when using the assessment. Aydin and Tasci are in the ready category, but
need an upgrade.
