ABSTRAKSI Mikhael Kopong Lusi, 21513025, Administasi Publik, 06 Agustus 2019, 12 Halaman, Evaluasi Kebijakan Program Keluarga Harapan Dalam Upaya Meningkatkan Kesejahteraan Sosial Di Kecamatan Witihama Kabupaten Flores Timur (Studi Pada Kecamatan Witihama Kabupaten Flores Timur), Pembimbing : Dr. Yuni Hartono M.Si Sebagai sebuah program intervensi percepatan penanggulangan kemiskinan, Program Keluarga Harapan di tahun 2016 telah telah menambahan salah satu komponen baru yakni Kesejahteraan Sosial yang mencakup lanjut usia diatas 60 tahun dan penyandang disabilitas berat sebagai sasaran baru program ini. Mereka-mereka ini secara fisik lemah dalam mencukupi kebutuhan-kebutuhan dasar, oleh karena itu negara harus hadir dalam upaya meringankan beban mereka. Atas dasar itu, peneliti mengambil judul ??Evaluasi Kebijakan Program Keluarga Harapan Dalam Upaya Meningkatkan Kesejahteraan Sosial Di Kecamatan Witihama. Dalam upaya evaluasi ini, kontribusi evaluasi merupakan hal mutlak yang ingin peneliti berikan terhadap jalanya PKH di Kecamatan Witihama. Rumusan masalah yang peneliti angkat terdiri dari tiga yakni, bagaimana evaluasi kebijakan PKH dalam upaya meningkatkan kesejahteraan sosial, respon KPM PKH serta apa saja hambatan dalam pelaksanaan PKH. Oleh karena itu, penelitian ini bertujuan untuk mengetahui evaluasi kebijakan PKH, respon KPM PKH, serta mengetahui apa saja hambatan dalam pelaksanaan PKH dimaksud. Penelitian ini menggunakan metode kualitatif dengan teknik analisis data yang dikembangkan oleh Miles dan Huberman(1992) yakni reduksi data, penyajian data, serta menarik kesimpulan/verivikasi. Teknik pengumpulan data yang peneliti pakai ialah, teknik wawancara dan dokumen. Dalam evaluasi ini, peneliti memakai landasan teori dari Lester dan Stewart, James Anderson, serta Kriteria evaluasi dari William Dunn. Berdasarkan penelitian di lapangan, Kebijakan PKH telah memberikan kontribusinya yang nyata terhadap pembangunan kesejahteraan sosial di Kecamatan Witihama, selain daripada itu aspirasi mengenai adanya peningkatan jumlah bantuan adalah hal urgen yang haruslah dikaji lagi oleh Kementerian Sosial sebab realita di lapangan perihal melonjaknya harga kebutuhan dasar, sulitnya bertani di lahan kering, merupakan dasar pijakan perihal penyampaian aspirasi ini. Kata Kunci : Evaluasi, Kebijakan, PKH, Kesejahteraan Sosial ABSTRACT Mikhael Kopong Lusi, 21513025, Public Administration, 06 Agust 2019, 12 Pages, Evaluation Of Hope Family (Pkh) Program Policy In Efforts To Improve Social Welfare In Witihama Sub-District, East Flores District (Case Study In Witihama District, East Flores Regency) Advisor : Dr. Yuni Hartono M.Si As an intervention program for accelerating poverty reduction, the Harapan Harapan Family Program in 2016 has added one new component, namely Social Welfare, which includes elderly people over 60 years and people with severe disabilities as new targets for this program. They are physically weak in meeting basic needs, therefore the state must be present in an effort to ease their burden. On that basis, researchers took the title 'Evaluation of the Family Hope Program Policy in Efforts to Improve Social Welfare in the District of Witihama. In this evaluation effort, the evaluation contribution is the absolute thing that the researcher wants to give to the PKH network in Witihama District. The formulation of the problem that the researcher raised consisted of three namely, how to evaluate PKH policy in an effort to improve social welfare, PKH KPM response and what are the obstacles in PKH implementation. Therefore, this study aims to find out the PKH policy evaluation, KPM PKH response, and find out what are the obstacles in the implementation of the referred PKH. This study uses a qualitative method with data analysis techniques developed by Miles and Huberman (1992), namely data reduction, data presentation, and drawing conclusions / verification. Data collection techniques that researchers use are, interview techniques and documents. In this evaluation, researchers used the theoretical basis of Lester and Stewart, James Anderson, and evaluation criteria from William Dunn. Based on research in the field, PKH Policy has made a real contribution to the development of social welfare in Witihama Subdistrict, besides the aspiration of an increase in the amount of aid is an urgent matter that must be reviewed again by the Ministry of Social Affairs because the reality on the ground regarding soaring prices for basic needs, the difficulty farming on dry land, is the basis for delivering these aspirations.
