Abstract :
Failure to identify water quality is one of the main causes of the operational risk of drinking water treatment plants (IPA). Operational risk is the risks associated with the operation of a company organization that is unexpected and causes financial losses to the company. One of the companies that failed to identify water quality is the Baubau municipal water utility, the regional drinking water company that is still heavily reliant on knowledge, the production operators are very limited, and the IPA equipment is minimal. The purpose of this study is to solve problems that exist in IPA by making risk mitigation strategies. Risk mitigation is a way to manage risk to reduce the possibility of risk. The Fault Tree Analysis (FTA) together with the Decision Making Trial and Evaluation Laboratory (DEMATEL) was used in identifying the risk of causality from top to bottom and from left to right. The risk assessment will use the likelihood and consequence parameters which consist of 5 operational risks, namely the quality of deteriorating water sources, damage to mechanical components, operational errors, failure of quality control, and improper materials. Each of the five operational risks is sought for causes from top to bottom or vertically and there will be a risk map determined using an FTA, and there will be 5 risk level groups that have a risk relationship from the left to the right horizontally with DEMATEL. Based on the risk assessment, a risk mitigation strategy is formed considering the losses that could endanger the PDAM. The results of the identification result in 2 operational risks including in high risk and the other 3 are medium risk and have a large potential loss, then the risks have a relationship between the risks. One of the proposed risk mitigation strategies in terms of human resources (HR) is that the performance of human resources in IPA must be improved, such as implementing an "employee of the month" program, while technically one of them is to routinely monitor good water quality analysis methods. and true in raw water and water produced by science. This study also found a novelty, namely the integration of FTA and DEMATEL models that proved to be able to solve problems.
