Abstract :
The implementation of the agreement for the surrender of foster children to the orphanage of the Poor Orphans of the Pajar Iman Azzahra begins with a statement letter from the parent or guardian. The orphanage has prepared the agreement, containing the rights and obligations of the parties. The statement of the parent or guardian contains the ability of the parent or guardian and foster child to follow the orphanage regulations during the formation period. The main problem in this research is to find out the implementation of surrender of children by biological parents to Orphans Orphans of Poor Children of Pajar Iman Azzahra Pekanbaru City in terms of Law No. 35 of 2014 concerning child protection and problems that occur in the implementation of surrender of children by people biological parents to orphans of the Poor Orphans of Pajar Iman Azzahra Pekanbaru City in terms of Law No. 35 of 2014 concerning child protection. In the study used observational research, the author went directly to the location to obtain data through interviews and questionnaires. The interview is to conduct question and answer directly to respondents, while the Questionnaire is a way of collecting data conducted by researchers making questions to respondents or samples. This research has a descriptive nature by systematically describing the implementation and problems that occur in the surrender of children by biological parents to the Orphans of the Poor Orphans of Pajar Iman Azzahra Pekanbaru City in terms of Law Number 35 of 2014 concerning child protection. From the results of the study it can be concluded that the implementation of surrender of children begins with a statement signed by biological parents and witnesses from the family. After the statement letter is made, it is followed by a letter of agreement for the surrender of children signed by biological parents and the Orphanage. The problem in the surrender of this child is the broken promise of the biological parents and the rights and obligations of parents that are in conflict with Law Number 35 of 2014 concerning Child Protection.
