Abstract :
This research is motivated by the lack of facilities and infrastructure available at the Trans Metro bus stop in Pekanbaru City, facilities that do not meet the standards for persons with disabilities, and the condition of buses that do not provide opportunities for passengers with disabilities, and does not provide special spaces for people with disabilities. The purpose of this study is to describe the implementation of public services in the field of transportation for persons with disabilities by the Pekanbaru City Transportation Office and what obstacles occur in these services. This study uses qualitative methods to describe the actual situation or what actually occurs in public services in the field of transportation for persons with disabilities in Pekanbaru City. The informant withdrawal technique in this study used the snowball technique, which consisted of 8 people consisting of key informants and informants. The results of this study as a whole from 6 indicators of excellent service quality carried out by the Department of Transportation through UPT Trans Pekanbaru as a unit that carries out transportation services for persons with disabilities in Pekanbaru City have not been maximized. According to Sinambela, the 6 indicators are Transparency, Accountability, Conditional, Participatory, Equality of Rights, and Balance of Rights and Obligations. All of these indicators when run by the Pekanbaru City Transportation Service still generate complaints from people with disabilities when using TMP bus transportation services. Bus stops that are not friendly for people with disabilities, supporting facilities that do not pamper people with disabilities, and routes that do not reach all areas in Pekanbaru City. The obstacles to the implementation of public services in the field of transportation for persons with disabilities by the Pekanbaru City Transportation Service are the lack of budget for the construction of facilities, infrastructure that is not friendly to people with disabilities, education and training for officers who have not been carried out optimally, as well as information dissemination about TMP bus operations. to society. Based on the results of this study, the authors suggest that the Pekanbaru City Government through the Department of Transportation pay more attention to the needs of persons with disabilities in providing public services, so that existing infrastructure facilities can be enjoyed easily, safely, and comfortably by persons with disabilities.
