Abstract :
One problem of environmental especially in urban areas that needs to be considered is regarding waste management, this is because with population growth and changes in consumption patterns that continue to increase will directly have an impact on increasing the volume, type and characteristics of waste. This study aims to analyze the development of human resource capacity at the Department of Environment of the City of Bukittinggi in managing waste / sanitation service levies. Mathis and Jackson's theory of human resource development with indicators, skills and expertise, insight and knowledge, talent and potential, personality and work ethic. This research is descriptive qualitative. The informants of this study were 15 (fifteen) people. The data analysis technique used is Interactive Model. In general, the results of the study explained that in the Development of Human Resources Capacity at the Environmental Service Office of Bukittinggi, especially in the Management of Waste Management / Sanitation Services in Bukittinggi City, there was no training provided for employees to develop their HR capacity. The Bukittinggi City Environment Agency has not yet implemented Human Resources governance in the garbage cleaning officer by the Bukittinggi City Environment Agency on recruitment, selection and placement. Judging from the Indicators of Skills and Skills, employees with non-environmental education backgrounds are overwhelmed and have not received training. Seen from the Insight and Knowledge Indicator that insights and knowledge of the garbage transporters are also inadequate related to the separation of types of waste there is no overlapping of authority later. Factors that influence the Development of Human Resources Capacity of the Bukittinggi City Environment Office in Management of Waste / Sanitation Service Levies are seen from internal factors consisting of Mission and Organizational Goals, Strategies for Achieving Goals, Characteristics and Types of Activities and Types of Technology used. While external factors consist of government policy, socio-culture and the development of science and technology.
