Abstract :
Secara geografis Selat Malaka terletak di antara Indonesia, Malaysia, dan Singapura sebagai negara tepi pantai. Selat tersebut adalah jalur pelayaran dan perdagangan internasional yang menghubungkan negara-negara di Asia, Eropa, dan Afrika. Kondisi tersebut membuat aktivitas pelayaran semakin ramai yang berdampak pada pencemaran limbah minyak terhadap keamanan lingkungan negara-negara pantai. Oleh sebab itu Indonesia, Malaysia, dan Singapura membentuk kerja sama Tripartite Technical Expert Group (TTEG) untuk mengatasi permasalahan kerusakan lingkungan terkait pencemaran limbah minyak di Selat Malaka. Penelitian ini bertujuan untuk mengetahui efektivitas rezim TTEG dalam menanggulangi pencemaran limbah minyak di Selat Malaka. Hal tersebut dianalisis menggunakan konsep rezim lingkungan internasional dan konsep efektivitas rezim untuk menjawab pertanyaan penelitian. Peneliti memakai metode penelitian kualitatif, didukung sumber data primer dan sekunder melalui teknik pengumpulan data wawancara dan dokumentasi. Hasil penelitian menemukan bahwa rezim TTEG memiliki tingkat efektivitas moderat dalam menanggulangi pencemaran limbah minyak yang terjadi perairan Selat Malaka. Kata kunci: Efektivitas, Rezim, Tripartite Technical Expert Group (TTEG), Selat Malaka, dan Limbah Minyak / Geographically, the Malacca Strait is located between Indonesia, Malaysia and Singapore as a coastal country. The strait is a shipping and international trade route that connects countries in Asia, Europe, and Africa. This condition makes shipping activities more crowded which has an impact on waste oil pollution on the environmental security of coastal countries. Therefore, Indonesia, Malaysia, and Singapore formed a Tripartite Technical Expert Group (TTEG) cooperation to overcome the problem of environmental damage related to oil waste pollution in the Malacca Strait. This study aims to determine the effectiveness of the TTEG regime in tackling waste oil pollution in the Malacca Strait. It was analyzed using the concept of an international environmental regime and the concept of regime effectiveness to answer research questions. Researchers used qualitative research methods, supported by primary and secondary data sources through interview and documentation data collection techniques. The results of the study found that the TTEG regime had a moderate level of effectiveness in tackling waste oil pollution that occurred in the waters of the Malacca Strait.
