Abstract :
International trade is an advanced stage of a process system of trade that
occurred in the 19th century where the trade is happening at that time using the
barter system (exchange of goods.). Indonesia has actually been known since the
first trade between nations. This was marked by many great kingdoms in
Indonesia, among others, is the kingdom of Srivijaya which uses its trading ships
at that time did not only trade in the archipelago but also outside the region such
as the Arabs and the Chinese.
Along with the times of Southeast Asian countries who are members of
ASEAN are now establishing a regional trade with the establishment of ACFTA
(ASEAN China Free Trade Agreement) with the RRC. Indonesia is a member of
the ASEAN countries participated in the ratification of free trade agreements with
the RRC known as FTA (free trade agreement) was signed on 1 January 2010.
Since the enactment of the FTA between the Republic of Indonesia with the
PRC government in the implementation of trade watchers in particular obstacles
at UMKM sector (Micro, Small and Medium Enterprises). Indonesia is not yet
fully prepared to face free trade is feeling the impact. This is due to the many
actors who do not understand the true business mechanism and procedures, the
economy is not stable and there are many regulations that are overlapping in the
center or area.
Government as obligator or executor of the policy of free trade between
Indonesia and China have a very important role in determining the policy
direction in moving the economy in the country especially in the UMKM sector
(Small and Medium Enterprises) who are directly affected.
In addition to the negative effects, the authors also highlight the positive
impact of a policy of the FTA between the Republic of Indonesia to the People's
Republic of China. Negative impacts include competition in the domestic
products that are not healthy, and the prices are much more expensive than similar
products, and product quality and quantity can not compete fairly. Given the
positive impact of the FTA among other goods Indonesia is increasingly
recognized in foreign countries and businesses are increasingly used and are
motivated to compete fairly in the region not only domestically but also in the
international area.
It is appropriate for the Government of Indonesia to find alternatives to avoid
adverse impacts spread, and reduce barriers by issuing policies that favor the SME
sector entrepreneurs and repeal regulations that are still overlapping. Eventually
be created to suit a trade with Indonesia Pancasila and the UUD 1945 fair,
prosperous and sovereign.

sistem perdagangan yang terjadi pada abad ke 19 dimana perdagangan yang
terjadi pada masa itu menggunakan sistem barter (tukar-menukar barang.).
Indonesia sebenarnya sudah sejak dulu mengenal perdagangan antar bangsa. Hal
tersebut ditandai dengan banyaknya kerajaan-kerajaan besar di Indonesia antara
lain adalah Kerajaan Sriwijaya yang menggunakan kapal dagangnya pada masa
itu melakukan perdagangan tidak hanya di wilayah nusantara tetapi juga diluar
wilayah seperti dengan bangsa Arab dan bangsa China.
Seiring dengan perkembangan zaman negara-negara Asia Tenggara yang
tergabung dalam ASEAN kini menjalin perdagangan yang bersifat Regional
dengan berdirinya ACFTA (Asean China Free Trade Agreement) dengan negara
RRC. Indonesia adalah anggota dari ASEAN menjadi negara yang turut serta
dalam Ratifikasi Perjanjian Perdagangan bebas dengan RRC yang dikenal dengan
FTA (free trade agreement) ditandatangani pada 1 Januari 2010.

Sejak diberlakukannya FTA antara pemerintah Republik Indonesia dengan
pemerintah RRC dalam implementasinya para pengamat perdagangan
menemukan kendala khususnya ditataran UMKM (Usaha Mikro Kecil dan
Menengah). Indonesia yang belum siap sepenuhnya dalam menghadapi
perdagangan bebas sangat merasakan dampak tersebut. Hal ini disebabkan
banyaknya Pelaku Usaha yang belum memahami benar mekanisme dan prosedur,
perekonomian yang belum stabil serta masih banyak regulasi yang bersifat
tumpang tindih di pusat maupun didaerah.
Pemerintah selaku obligator atau pelaksana dari kebijakan perdagangan bebas
antara Indonesia dengan China mempunyai peranan yang sangat penting dalam
menentukan arah kebijakan dalam menggerakan perekonomian dalam negeri
khususnya di sektor UMKM (Usaha Mikro Kecil dan Menengah) yang terkena
dampak secara langsung.
Selain dampak negatif, penulis juga menyoroti dampak positif dari sebuah
kebijakan dari FTA antara Republik Indonesia dengan Republik Rakyat China.
Dampak negatif yang ditimbulkan diantaranya adalah persaingan produk dalam
negeri yang tidak sehat, serta harga yang jauh lebih mahal dibanding produk
sejenis, dan kualitas produk maupun kuantitas tidak dapat bersaing secara
