Enterprise Architecture (EA) planning contributes to design structured and integrated IT strategy. This research integrates IT-Based Competitive Strategy (ITCS) framework and Zachman framework to create a blueprint design according to business characteristics in achieving competitive advantage. ITCS focuses on competitive strategies for UD. Tri Indah Jaya’s need , besides ITCS can be mapped and developed using other methods. As Zachman focuses on taxonomy, has a broader position. ITCS was used to generate some of the artifacts in the Zachman. In producing Zachman's artifacts, an action research approach is used with 3 planning models, namely business models, systems models, and technology models. This research uses feedback and assessment surveys for the evaluation. This research produces a blueprint design with an average usability level of 4.6 on a scale of 1 to 5 which can be considered for implementation in the near and long term. This research also provides an overview for practitioners and academics in designing systems that are suitable for the profile of SMEs such as UD. Tri Indah Jaya.
