Abstract :
Diseases of teeth and mouth has been sitting at the top position as the disease of the community, especially Indonesian children under the age of 12, with the percentage of 89. According to an initial survey performed in the Pucang Sewu Public Health Center, there is a fact that the "UKGS" program (Usaha Kesehatan Gigi Sekolah or School's Health Service) was not carried out properly in year 2006. The indicator of "Healthy Indonesia 2010" as mentioned in the Minimum Service Standards (Standar Pelayanan Minimal=SPM) has not reached yet in 2006, with the current percentage of 80. In fact, there are 28 out of 53 Public Health Centers in Surabaya whose rate of teeth and mouth's health examination's reach for elementary school children has not reached the desired target. The health problem of teeth and mouth is a complex matter, with the UKGS only being part of the Public Health Center's innovative program. This study will evaluate the performance of Public Health Center's UKGS in year 200612007 and find out the factors which hinder it. UKGS' activities include the teeth and mouth's health service(among them are: teeth and mouth health education, mass teethbrushing, visits, examinatioru and treatments). They are done by dentists and/or nurses and also UKGS teacher. This will be a descriptive study which takes samples from 34 Public Health Centers from 5 regioru of Surabaya. A study has mentioned that the performance of Public Health Center's UKGS program in Surabaya has decreased in percentage value from 2006 to 2007. The problems which caused the decrease in performance are as mentioned: the limited amount of public health workers as the majority of them are only nurses without supervision from dentists or UKGS teachers, not enough facilities and no special funds for UKGS' activities (especially mass teethbrushing), and not enough motivationfrom the parents and children themselves. These problems made the task of carrying out the UKGS program more difficult. In order to make the UKGS program's performance better, specialized workers either from Public Health Center (dentists or UKGS nurses) or from school (UKGS teachers or little dentists) are needed
