Procurement of goods/services according to Presidential Regulation no. 16 of 2018
concerning the Procurement of Government Goods and Services as follows: "Procurement of
Government Goods/Services, hereinafter referred to as the Procurement of Goods/Services, is
the activity of procuring goods/services by Ministries/Institutions/Regional Apparatuses
financed by the APBN/APBD whose process starts from identification needs, up to the
handover of the work? (Article 1 point 1).
The formulation of the problem in this study is to evaluate the implementation of the
Jombang Goods and Services Procurement Process, evaluate the suitability of the principles of
procurement of goods and services in accordance with Presidential Regulation 16 of 2018 and
look for obstacles and efforts in the implementation of the procurement of goods and services
through E-Procurement at LPSE Jombang District.
This study uses a qualitative approach and is a type of descriptive research. The
research subjects in this study were the Officials of the Office of Commitment Making, the
Providers and those in charge of E-Procurement in Jombang district. Sources of data obtained
from interviews and documentation.
Implementation of electronic procurement of goods/services (e-procurement) in
Jombang Regency in 2021 by e-procurement at the stages of auction announcement,
registration, job description, bid submission and opening, evaluation of bids and qualifications
as well as determination and announcement of winners who are measured to have applied the
principle transparency, accountability, openness, competition and fair/non-discriminatory, and
there are several obstacles to upload failures in procurement processes that cause
misperceptions between providers and the Election Working Group. This research helps LPSE
Jombang District to minimize the problems that occur.
