Abstract :
The purpose of this research in order to fulfill the requirements of this writing is as follows: 1) To find out what factors cause the occurrence of criminal acts of drug abuse by residents of Jombang. 2) To find out how the efforts made by the Jombang Resort Police in tackling the occurrence of criminal acts of drug abuse by residents in Jombang Regency. The type of research used is the type of normative legal research. Namely to provide a complete picture of the positive legal review in this case Law No. 35 of 2009 on Narcotics and Law No. 36 of 2009 on Health. Narcotics crime is one of the extraordinary crimes so that it is specifically regulated in a separate law, namely Law Number 35 of 2009 concerning Narcotics. Considering the dangers and impacts of narcotics, the government makes regulations regarding narcotics with the aim that this crime can be eradicated by the imposition of quite severe criminal sanctions on the perpetrators and other parties involved in narcotics crimes. Based on the results of the study, it was concluded that there were 3 factors that later became the cause of the emergence of narcotics abuse among adolescents: a. Self factor, b. Environmental factors c. Communication, technology, and information factors. Criminal actions against narcotics crime regulation in Indonesia include criminal liability, actions that qualify as criminal acts and criminal sanctions. There are sanctions in this law, namely criminal sanctions consisting of basic and additional criminal sanctions. The main punishments consist of capital punishment, imprisonment, imprisonment and fines. While additional penalties consist of revocation of business licenses and revocation of legal entity status for corporations. The action sanction given is treatment and rehabilitation for addicts or victims of narcotics abuse.
