Abstract :
Environmental problems cannot be separated from human activity itself which causes damage to nature which has a very broad impact on human and animal life. environmental damage caused by a business that is only concerned with profit alone that is not generated from its production which can be explained about the surrounding environment. Therefore, in this case there has been environmental pollution carried out by the Tofu Factory whose quality standard of liquid waste exceeds the stipulated provisions so that pollution occurs. The research method used by the author in examining this problem is normative juridical. using a statute approach. Furthermore, there are three legal materials used in this study, namely primary legal materials, secondary legal materials so that finally they can produce conclusions. The problem that occurs in this study is the emergence of odors caused and the damage to the irrigation river ecosystem caused by the tofu factory waste. And there is no business permit or environmental permit from the tofu factory. The factory does not pay attention to the waste disposal process which has an impact on the pollution that occurs. The results of the research analysis show that the role of the village government in overcoming environmental pollution that occurs in the tofu factory in general there are 3, namely as a facilitator, motivator, and mediator. Such responsibilities are limited to formal existence. However, it must still refer to the provisions that have been regulated in Law Number 32 of 2009 concerning PPLH and Regional Regulation 11 of 2019 concerning PPLH Nganjuk. In terms of efforts made in overcoming environmental pollution due to tofu factory waste. Permit is a juridical instrument used by the government as a system to manage conditions in people's lives that must be obeyed by all people to control an activity so that their business has strong legality. By completing a business license and an environmental permit, the business obeys the law, and the government, especially officials, are also required to be firm in law enforcement. All of these things are intended to create a clean and pollution-free environment. Keywords: Environmental Pollution
