Abstract :
ABSTRACT Melisa A. Mamonto, 2014. " The Role Of Department of Education in Develeping Human Resources at Bolaang Mongondow Timur District". Skripsi, Departmen of laws and Society, Faculty of Social Sciences , Universitas Negeri Gorontalo. It was supervised by Prof. Drs. Welly Pangayow, M.Si, P.hD as the principal supervisor and Dr. Udin Hamim , S.Pd, S.H, M.Si as the co-supervisor. It was conducted a research of how the role of the Department of Education in Developing Human Resources at Bolaang Mongondow Timur District is. The research applied qualitative method by having phenomenological approach. Based on the description of research result, it showed that Department of Education, Branch of Modayag Barat had conducted several programs and activities to develop the human resources. The activity of human resources development, wholly, was conducted for teachers of all subjects, but especially for civics teachers, it was not conducted. It was because first, the lack of teachers for civics subject, and the second was the lack of budget in conducting of the activity. The were several obstacles faced by department of Education in Developing human resources at Bolaang Mongondow Timur, such as the teachers were not optimal in followingactivities or programs organized by the Department of Education in increasing and developing the teachers' knowledge, the lack of civics teachers number in Modayag Barat sub district, budgeting problem, and the lack of facilities and infra structures.
