Abstract :
The government continues to push the state spending payment system towards non-cash. The goal is to make the implementation more professional, open, effective, efficient, and responsible while paying attention to the principles of good state financial management. Government Credit Card is a government policy in order to accelerate and modernize the implementation of the budget. This study aims to describe and analyze the implementation of government credit card usage policy in the payment area of KPPN Kediri along with factors that support and hinder its implementation, using an implementation model based on Edward III theory, where the implementation of public policy is influenced by four variables: communication, resources, disposition and bureaucratic structure. The research method used is qualitative method with case study approach. Data collection techniques from interviews, observations and document studies. The research was conducted in the city of Kediri which is the payment area of KPPN Kediri. The results of the study show that: 1) The implementation of the use of Government Credit Cards in the Kediri KPPN payment area is relatively good. Policy communication has been transmitted appropriately, accurately and consistently by the parties involved. The resources at KPPN Kediri, Working Unit A, Working Unit B and Working Unit C are sufficient to implement the policy effectively. Disposition in the form of a tendency of attitude and commitment from the parties involved strongly supports the implementation of the policy, and the Bureaucratic Structure is conducive to the implementation of the policy with the cooperation between the parties involved. 2) Factors that support implementation are the provision of rewards for the working unit with high frequency and transaction value in using Government Credit Cards, the existence of tax provisions that regulate the convenience of treasurers in using Government Credit Cards and Implementation of government marketplaces that support digital payments. Hindering implementation is the limitation of Electronic Data Capture (EDC) infrastructure, especially for small providers who are partners with the government and there are still providers who charge additional fees for transactions using Government Credit Cards.
