Abstract :
Land problems often occur in Indonesia, especially in the city of Bekasi, which reaches thousands of cases that really need to be dealt with as soon as possible and problems with community services who want to have legal status for their land ownership. One of the efforts to overcome problems in the land sector is with legal certainty of land law by providing quality services. Therefore, the Minister of National Land Agency issued regulation Number 4 of 2017 concerning Service Standards. The purpose of this study was to analyze the implementation of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 4 of 2017 concerning Service Standards in the Covid-19 era. This study uses qualitative methods and constructivism paradigms by applying data collection techniques through in-depth interviews, observation, literature and documentation studies, and taking informants through purposive sampling. The results of research on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 4 of 2017 concerning Service Standards in the First Land Certificate Registration Service at the Bekasi City National Land Agency in the Covid-19 Era have not run optimally. This can be seen from the lack of good communication between the relevant agencies in managing the registration of land certificates for the first time such as the lack of good communication between the BPN and the community in informing the length of the time span for processing land certificates because there are often mismatches between the processing time required. actually with the time it should be in accordance with the regulation of the Head of the National Land Agency Number 4 of 2017.
