ABSTRACT Universitas Islam 45 Bekasi Study of Communication Science Faculty of Communications, Literature and Language 2022 Nada?ul Azkiyah Mahnesa (41182037170070) ?Participatory Communication in Empowering Persons with Disabilities in Entrepreneurship Programs in Bekasi Regency? Under the guidance of Mrs. Tatik Yuniarti 97 pages of thesis + 25 pages of roman numerals, 2 tables, 31 pictures, 2 appendices The Bekasi District Social Service is an agency that has a role in empowering persons with disabilities from 2018 to 2021. In this case the Bekasi District Social Service organizes the empowerment of persons with disabilities through entrepreneurship programs. The purpose of this study is to increase the skills and independence of persons with disabilities in Bekasi Regency. This research uses Participatory Communication theory. The research method used is qualitative with data collection of observations, interviews and documentation. The results of this study indicate that the implementation of the four stages of participatory communication is quite good, by using the heteroglasia stage, the parties involved in the entrepreneurship program are the Chairperson of the Disability Community and the Disability Teacher. Dialogue used to show the process of interaction and communication on empowering persons with disabilities in entrepreneurship programs. Poliponi efforts have been made to reach a mutual agreement between the Bekasi District Social Service and the Bekasi District Disability Community, as well as joint carnivals such as "Bekasi District Disability Day Commemoration". It can be concluded that the empowerment has used all forms of participatory communication with various parties involved, such as the Bekasi District Disability Community and Bekasi District Disability Teachers.
