IMPLEMENTATION OF BEKASI CITY REGIONAL REGULATION NUMBER 12 OF 2012 CONCERNING THE PROTECTION OF WOMEN AND CHILDREN (CASE STUDY: EFFORTS TO COMBAT SEXUAL VIOLENCE AGAINST CHILDREN IN BEKASI CITY) Desi Puspita Sari desiipsari22@gmail.com Government Science Study Program, Faculty of Social and Political Sciences Islamic University 45 Bekasi ABSTRACT Cases of violence against children are still found in Indonesia, such as abuse, sexual violence, and even murder. Cases of violence with a fairly high number are dominated by cases of sexual violence. Bekasi City is one of the cities with a fairly high number of sexual violence cases. To minimize the number of cases of sexual violence against children, the Bekasi City government issued Regional Regulation Number 12 of 2012 concerning the Protection of Women and Children. However, even though it has been legalized since 2012, the number of cases of sexual violence against children in Bekasi City is still increasing. This study aims to analyze how the implementation of Bekasi City Regional Regulation Number 12 of 2012 concerning the Protection of Women and Children against efforts to overcome sexual violence against children in Bekasi City. This research uses the theory of policy implementation from Van Meter and Van Horn which states that there are 6 variables that affect policy implementation, namely Standards and objectives, Resources, Characteristics of implementing organizations, Communication between organizations and strengthening activities, Attitudes of implementers, Economic, social and political conditions. This research uses qualitative research methods, using a descriptive analysis approach. From the results of the study, it can be concluded that the implementation of Bekasi City Regional Regulation Number 12 of 2012 concerning the Protection of Women and Children against efforts to overcome sexual violence against children in Bekasi City has not been optimally implemented in minimizing the number of existing cases. This is also caused by the presence of several inhibiting factors in its implementation, causing it not to be implemented optimally.
