Abstract :
Village Government Innovation in the Application of Barcode Scan System in Village Head Elections, is a study motivated by the conditions at the time of holding the village head election is very vulnerable to fraud, such as the practice of fraudulent voters voting more than once, manipulation of vote counting results, the number of invalid votes / goalput, the slow process of counting votes, the lack of technical implementation. Karawang Regency is a district that produces one of its villages to take the initiative to present innovations in the selection of village heads in terms of technical updates to avoid fraudulent practices. Therefore, researchers are interested in researching more deeply with the aim of knowing how the innovation of village head elections in the application of village head elections in Warungbambu village, East Karawang District, Karawang Regency along with obstacles and efforts in overcoming problems that occur. This research uses the theory of public sector innovation from De Vries, et al. (2015) which states that there are 6 indicator, namely process innovation, administrative innovation, technological innovation, conceptual innovation, product or service innovation, and governance innovation. This research uses qualitative research methods with a descriptive approach. Data collection was carried out by literature studies, observations, documentation and interviews. The technique of obtaining informants with purposive sampling consists of five informants. From the results of the study, it can be concluded that this innovation in using a barcode scan system in village head elections can detect double voters, provide positive response from the community and the Regent of Karawang where it can streamline voter verification time to produce 1 minute as many as 10 people and voters can see the quick count on the dislplay screen at the polling station. Obstacles faced include the absence of an audit system, limited polling stations (TPS) and lack of comprehensive socialization to the community.
